2013 Alumnus of the Year - Bill Haggard

“I am honored to be selected as the Jefferson College Alumnus of the Year during the college’s 50th anniversary celebration year,” said Haggard. “I am most appreciative of the opportunity I had at Jefferson to transition from high school to college and for the quality education I received while at Jefferson. Lessons learned at Jefferson have impacted me throughout my career and adult life.”

He was fortunate to have excellent instructors who cared about their students and were very knowledgeable in their respective fields, allowing him to build a strong background in the biological sciences at Jefferson and be successful in his chosen career. “Jefferson College: a quality education at an affordable price!”

Haggard received his Associate of Arts degree from Jefferson College in 1971. He received a Bachelor of Science degree in Education with a major in biological science from Southwest Missouri State University in 1973. 

After graduation, he began working at Hillsboro R-3 High School where he taught biological sciences classes, including General Biology, Human Anatomy and Physiology, and Ecology. He retired from Hillsboro in 2005, after 32 years of employment in the district. While at the district, he served as Science Department Chair and on the building Emergency Preparedness Committee, graduation committees, scholarship committees, Student of the Month Committee, and the Hillsboro High School Hall of Fame Committee. He was also an active member of the National Education Association (H-NEA) teacher organization for 31 years, where he served as treasurer, president, and on numerous standing committees. He was awarded the Jefferson County NEA Advocate of the Year in 1994.

Haggard has served as the Mayor of the City of Herculaneum since September 2010, and served as Ward I and II Alderman from 2004-2010. He has served on the Herculaneum Today and Tomorrow, a community improvement organization, as a member of the Board of Directors and as Vice President. He also serves on the Herculaneum Historical Society (currently as president), the Herculaneum Tree Board, Herculaneum Planning and Zoning Committee, Herculaneum Recycling Committee (which he created), Herculaneum Park Board, Herculaneum Bikeable/Walkable Community Plan Committee (which he created), Herculaneum Bicentennial Committee, and Herculaneum Comprehensive Master Plan Committee. He has also chaired all the civic events sponsored by the above-mentioned groups.

He is the coordinator of the Herculaneum CERT (Community Emergency Response Team) program. He organizes tri-annual CERT training classes and monthly refresher training sessions, and is the President of the Jefferson County Citizen Corps Council (JCCCC). He is the current president of the Jefferson County Firefighters Association, and he is a member of the Jefferson County Emergency Services organization. He has chaired the annual Jeffco Fire Engine Rally since 1994 and annually organizes the Muscular Dystrophy Association Fill the Boot collection, the annual Missouri Burn Camp Fill the Helmet Day, and the annual Backstoppers Hats Off collection. He chaired the 50th Anniversary Celebration in 2011 and currently co-chairs the Fire Fighters Association of Missouri 2014 State Convention to be held in Jefferson County. He organizes the Herculaneum Fire Department’s annual Coat, Toy, and Food Drive in November of each year.

Haggard serves on the Dunklin R-5 Board of Education, where he previously served as Vice-President. He has served on the Dunklin R-5 Schools Hall of Fame Selection Committee since its inception in 2008, and he currently serves on the Black Cat Foundation, the fundraising committee for the Dunklin R-5 School District. He chaired the committee for the restoration of the stone bleachers at the Herculaneum High School football field, and he has served on numerous committees for the school district, including advisory committees, the active shooter committee, and all class reunion committees.

Haggard has been awarded the “Citizen of the Year in the City of Herculaneum,” the “Twin City Area Chamber of Commerce Distinguished Service Award,” and the “University of Missouri Extension Council—Honor Roll Award.”
